This is fascinating. From an article on English Russia, which I edited for grammatical issues and clarity:

At the very eastern part of Russia, where lands of the USA and the Russian Federation nearly adjoin…only a small neck splits these two spacious countries. We cannot say for sure what kind of inhabitants this area has more: people, or polar bears.
The climate is very severe, and sometimes winter temperatures fall 40C degrees below zero, so that the polar bears and their children starve and freeze. As a result, they go to their next-door neighbors looking for help of any kind.
The few inhabitants did not turn their backs on the bears, and began feeding them every now and then. Of course, they did not have such large amounts of meat at home for several polar bears, so the people decided to feed them with what they had in abundance – tins, or to be more exact, condensed milk.

This man-bear friendship reminds me of a 60 Minutes segment that aired last year. It was on a series of hidden cameras discreetly planted in Arctic Norway, used to spy on polar bears. It was really interesting and very funny, and if you have thirteen minutes I would highly recommend watching it.
